Synopsis: Because of his past experience among the Ten Tribes of Capella IV, McCoy takes the lead on initiating contact with them. The mission is to negotiate a new topaline mining treaty with the feudal nomads, but Capella is another case where the Klingons have made disruptive inroads, and the task is not so easy. With their usual flair, the Klingons have inflamed local rivalries and helped one of the local lords to overthrow the Federation-friendly Teer, with an eye on the treaty as the prize. The old Teer's haughty wife, Eleen and her unborn heir are to be executed, according to tradition, but Kirk's landing party rescues her against her will. Stranded planetside when Scotty responds to an SOS, McCoy's role as counselor seems to fail when Eleen rejects her newborn -- and betrays their location to the Klingons and new Teer.
