Synopsis: Kirk's presiding over the Tomlinson/Martine wedding is tragically cut short when he is forced to walk the line between peace and war over a suspected Romulan incursion across the Neutral Zone - an act defined by treaty as an attack. The old foes' border had been silent after a century, following a war in which neither side had visual contact, but now it can be seen the Romulans resemble Vulcans -- a startling turn that fuels some old-fashioned prejudice directed toward Spock. When the mystery ship displays for the first time what would come to be called a cloaking device, Kirk has his hands full with an enemy commander every bit the tactician and ethicist that he is.
