Millions of years ago, a meteor containing an alien virus crashed on Earth. After infecting prehistoric man, the virus lied dormant until it surfaced once again during our current geologic period. This black, oily, sentient organism, which enters human hosts through mouths, eyes and other orifices, thrived in petroleum deposits. (For simplicity, we will refer to this alien lifeform as the "Oilean.")

We became aware of its existence when it communicated in 1947 with the advance scouts of returning alien colonizers. One of these UFOs crashed in Roswell, N.M. We captured, experimented on, and terminated that UFO's occupants. We also salvaged various alien technology from the wreckage and, from their databanks, learned of their plan to recolonize the Earth — a plan with which our cover group, The Syndicate, has pretended to collaborate. The Syndicate worked with the aliens to infect the entire human population with the alien virus, as well as create a breed of human/alien hybrids for use as the aliens' slave workforce. (Early, unsuccessful attempts at such hybrids were disposed of in the New Mexico desert in the 1950s, in buried railroad boxcars.)

Simultaneously, the Syndicate (and, independently, the Soviet Union) covertly developed a vaccine that would prevent the alien virus from infecting humans for use as host bodies. Whether the Syndicate intended this for widespread use or for only a cadre of its self-styled "elders" is unclear.

As a collateral contract with the alien colonizers, members of the Syndicate were required to have family members live under alien auspices. It was under this compact that the man whom FBI Agent Fox Mulder knew as his father, William Mulder, turned over Fox's sister, Samantha Mulder, in 1973. Fox Mulder's search for his sister, whom he believes to have undergone a "traditional" alien abduction, has motivated his actions for most of his adult life — principally, by establishing him as the lead investigator, for the FBI's X-Files Division, of cases involving inexplicable, "paranormal" cases.

William Mulder, himself an FBI Agent, was among the earliest Syndicate collaborators, along with Mulder's biological father, C.G.B. Spender a.k.a. Cigarette-Smoking Man. Both men knew the truth behind Samantha Mulder's abduction. William Mulder was too emotionally weak to live with the guilt of his part in her abduction, and ultimately he paid the price for it.

(It remains unclear how Samantha Mulder came to live, post-abduction, on a military base with Spender's family. It is equally unclear how she soon thereafter vanished into an apparently interdimensional realm. This vexing conundrum remains under analysis.)

C.G.B. Spender eventually became the Syndicate's top enforcer, entrusted to keep the talented and obsessive agent Fox Mulder unknowingly under our control — using disinformation and other techniques to have him investigate aspects of the aliens' infiltration as well as human genetic mutation and other potentially useful phenomena. Spender was assisted by fellow Syndicate member [ NAME WITHHELD ] a.k.a. Deep Throat, followed by Spender's own operatives: Deep Throat's successor, [ NAME WITHHELD ] a.k.a. X, followed, in a lesser capacity, by Special Representative to the Secretary General of the U.N. Marita Covarrubias.

Covarrubias used her unrestricted access to countries and world leaders to provide the Syndicate with a network of test subjects for the vaccine. Test subjects were tracked through DNA identifiers in their smallpox vaccination scars. The American records are stored in classified West Virginia facility. (Note: Some Russian test subjects became aware of this and hacked off their arms to prevent being tracked — forcibly doing likewise with Alex Krycek, one of our top assassins who went renegade and with whom Covarrubias became intimate.)

In 1992, Agent Dana Scully was partnered with Agent Fox Mulder, ostensibly to debunk his X-Files investigation from a scientific standpoint. In actual fact she was carefully, albeit unknowingly, planted to spur the psychologically isolated Mulder by providing a sympathetic, counterpoint skeptic to whom he could "prove himself." We also used Scully to keep Mulder in check by placing her in mortal peril when necessary — her Skyland Mountain abduction for techno-organic implantation, her cancer, her recovery and her induction into our surrogate-mother program for birthing alien/human hybrids for a slave race are typical examples.

Complicating matters is a group of renegade "shapeshifter" aliens who have evaded infection from the virus through self-disfigurement. Although these shapeshifters destroyed the Syndicate, they are no match for one final technological development: the so-called "supersoldier" hybrids. Like the shapeshifters, the supersoldiers can be killed only by a weapon made of magnetite, the same substance that constituted the prehistoric meteor. One version was modeled after Knowle Rohrer, a longtime professional colleague of FBI Agent John Dogget, who succeeded Mulder as the lead investigator of the X-Files.

The decision of whether to eliminate Agent Mulder is not an easy one. Over the years, his usefulness as our unknowing investigator has been tempered by the unthinkable possibility that he might expose the government/alien conspiracy to the (admittedly highly skeptical) public. Such a revelation could critically imperil more than 50 years of clandestine work to build a viable resistance to this hostile takeover of our Earth by an alliance of malevolent alien intelligences.

The Syndicate might be dead, but the conspiracy is far from over. It is now in the right hands — ours.
